Phillip D. Mancini practices in the area of intellectual property law. Mr. Mancini represents clients in a diverse variety of IP-related matters including litigation, licensing, opinions of counsel, reexamination proceedings, appeals before the Patent Trial and Appeal Board, and patent prosecution. He works in technologies including computer software and hardware, semiconductor equipment manufacturing, chip design, banking and electronic commerce, Internet-based advertising and other technologies. Mr. Mancini focuses his practice on representing clients in district court-based patent infringement litigation and as well as in Section 337 trade remedy investigations before the U.S. International Trade Commission.
Prior to entering the practice of law, Mr. Mancini was an IP Manager for a publicly traded computer company, managing the company's worldwide portfolio and working with engineers to develop and invent new patentable ideas. Mr. Mancini also worked as a systems engineer on the National Missile Defense program and as a patent examiner at the U.S. Patent and Trademark Office.
Mr. Mancini is a 2005 graduate of Georgetown University Law Center and a graduate of the University of Maryland (B.S., Electrical Engineering) and Wake Forest University (B.A., magna cum laude, Economics).

- Advanced Media Networks, LLC v. Inmarsat, et al. (S.D.N.Y.). Represented defendant Vizada, Inc. in a patent infringement action involving satellite communication networks.
- Certain Automotive GPS Navigation Systems, Components Thereof, And Products Containing Same (337-TA-814). Represented respondent General Motors LLC in its successful defense of an investigation related to automobiles with in-dash GPS navigation systems.
- E.I. du Pont de Nemours and Co. v. Kolon Industries, Inc. (E.D. VA). Represented plaintiff DuPont in successful theft trade secrets action related to technology for manufacturing para-aramid fiber (Kevlar®) resulting in $919,000,000 jury verdict.
- Components for Installations of Marine Autopilots with GPS or IMU (337-TA-738). Represented respondents FLIR Systems, Raymarine UK Ltd., and Raymarine, Inc. in an investigation related to marine autopilots with a GPS or IMU. Resulted in settlement client found favorable without exclusion.
- Adjustable-Height Beds and Components Thereof (337-TA-734). Represented complainant Invacare in an investigation related to adjustable hospital beds. Successfully obtained Consent Order whereby respondence agreed to the exclusion of accused products from entry into the United States.
- In re Certain Machine Vision Software, Machine Vision Systems, and Products Containing Same, ITC Investigation No. 337-TA 2666. Representing Fuji Machine Manufacturing Co., Ltd. and Fuji America Corp. in action involving software for machine-vision systems.
- In re Certain Semiconductor Integrated Circuits and Products Containing Same, ITC Investigation No. 337-TA-665. Represented respondent LSI Inc. against complainant Qimonda AG in a case concerning the alleged infringement of 5 patents involving dynamic random access memory chips.
- ETG v. Sonic innovations, Inc., et al. (D. Del.). Represented plaintiff patent owner in a patent infringement suit against several hearing aid manufacturers (Resulted in multiple favorable settlements for plaintiff as well as a $31,000,000 jury award).
- Arrivalstar S.A., et al. v. Railinc Corp. (E.D.N.C.). Represented defendant corporation against patent holding company plaintiff (Case dismissed upon settlement that defendant found favorable).
- Early Childhood Resources, LLC v. Excelligence Learning Corporation (D. N.J.). Represented patent owner in defense of declaratory judgment action including counterclaims of patent infringement and trade dress infringement (Case dismissed upon settlement that defendant patentee found favorable).
- In re Certain Semiconductor Chips with Minimized Chip Package Size and Products Containing Same, 337-TA-605. Represented complainant Tessera against respondents STMicroelectronics, Inc. and ST NV. Resulted in Commission finding of a violation of Section 337, overturning ALJ's Initial Determination holding that the patents were valid but not infringed.
